One widely shared post included an alleged billing notice from the Water and Sanitation Agency (WASA) in Rahim Yar Khan, showing a hospital being billed Rs62,500 for 17 washrooms under a per-unit charge of Rs2,500.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, officials clarified that no new toilet tax has been introduced. They explained that sewerage charges have existed for some time, but as WASA expands its operations into additional districts across Punjab, a number of commercial establishments are receiving WASA bills for the first time \u2014 creating the impression of a newly imposed levy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A WASA spokesperson told Geo Fact Check that the agency previously operated in only a limited number of major cities in Punjab and has now expanded into other districts, including Rahim Yar Khan. As a result, hospitals, restaurants, hotels and other commercial establishments in these areas are being billed by WASA for the first time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the spokesperson, any hospital, hotel or commercial establishment with more than 10 rooms is charged under a commercial tariff due to significantly higher water usage, with charges applied on a per-washroom basis once the 10-room threshold is crossed. Importantly, there is no such charge applied to ordinary households based on the number of washrooms \u2014 domestic bills are instead calculated based on property size (in marlas) or water meter readings, where installed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A separate WASA official in Rahim Yar Khan confirmed that the billing notice sent to the hospital named in the viral post related to existing sewerage charges, not a new tax, and cited a Punjab government gazette notification from July 2023 under which hospitals with more than 10 beds are billed according to prescribed commercial rates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials also pointed to an earlier Punjab Gazette notification issued by the Lahore Development Authority and WASA Lahore in August 2017, which similarly placed private hospitals with more than 10 beds under sewerage charges calculated per unit \u2014 based on the number of beds, baths, wash basins, sinks, taps or points, whichever is higher.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Verdict:<\/strong> Punjab has not introduced a new Rs2,500 monthly toilet tax.
